Tom Middlehurst: ‘The National Council for Education and Training for Wales will be required to undertake a comprehensive review of the current arrangements for the funding and delivery of post-16 learning after it has come into effect on 1 April 2001. It will be expected to identify how the distribution and use of resources might be improved to achieve better value for money. While the prospective effect of such a review on individual service providers cannot be anticipated in advance, it is likely that any changes to current arrangements will be phased in over a period of time to enable providers to adjust.’
