Alison Halford (Delyn): What reassurance can he give head teachers in Delyn that the ETAP proposals will not have a detrimental impact on their school budgets. (OAQ6671) Tom Middlehurst: ‘The National Council for Education and Training for Wales will be required to undertake a comprehensive review of the current arrangements for the funding and delivery of post-16 learning after it has come into effect on 1 April 2001. It will be expected to identify how the distribution and use of resources might be improved to achieve better value for money. While the prospective effect of such a review on individual service providers cannot be anticipated in advance, it is likely that any changes to current arrangements will be phased in over a period of time to enable providers to adjust.’

Alison Halford (Delyn): What steps is the First Secretary taking to ensure that the overall execution of the functions of the Assembly occurs in an inclusive and balanced environment. (OAQ6609) The First Secretary: An equality survey covering all the Assembly’s functions was carried out at the endof last year and the findings were reported to the Assembly in July. The survey provides a basis on which the Assembly will be able to monitor and measure its progress on equality issues. The Assembly’s Equality Policy Unit is working with Assembly divisions, on the basis of the survey findings, to ensure that equality issues are taken into account in the development of its policies and programmes.
